Obama 'peace plan' disclosed

The Saudi newspaper al-Ukaz claims to have gotten a preview of the 'peace plan' to be proimposed by President Obumbler. The 'peace plan' will include a 'Palestinian' state reichlet by 2011, but otherwise will look remarkably like the 'peace plans' proposed by President Clinton in 2000 (which was accepted by Ehud Barak and turned down by Yasser Arafat) and offered by Prime Minister Ehud K. Olmert in 2008 (which was turned down by 'moderate' 'Palestinian' President Mahmoud Abbas Abu Mazen). It will turn the 'Islamic holy sites' in Jerusalem (presumably including the Temple Mount) over to 'Arab-Muslim sovereignty.'
According to the report published Sunday in Al-Ukaz, the Obama plan also includes the following elements:

* Some parts of eastern Jerusalem [presumably Neveh Yaakov, Pisgat Ze'ev and the like - ed.] would be transferred to Israeli control.
* There will be an international presence in the Jordan Valley and other parts of Judea and Samaria.
* The Palestinian terror organizations would be disbanded and turn into political parties.
* The large settlement blocs in Judea and Samaria will not be dismantled.
* The fate of smaller Jewish settlement areas will be decided in a three-month-long negotiation period.

A reporter for the Saudi newspaper received the information from Hassan Harisha, the Second Deputy Speaker of the Palestinian Authority Parliament. Harisha told him that the U.S. has handed over a draft of the peace proposal to the PA and other Arabs for their perusal.

The plan also calls for Judea and Samaria to be demilitarized and for its airspace to remain under Israel control. Israeli-Palestinian security coordination will be strengthened, and the Palestinian state will not be allowed to strike military treaties with other countries in the region.

An “agreed number” of Arab refugees will be absorbed in the Jordan Valley area and in other parts of Judea and Samaria – especially in the area between Ramallah and Shechem.

An international fund will support the Palestinian refugees and Israel will release Palestinian prisoners three years after a diplomatic accord is signed.
What are the differences between this plan and the Clinton and Olmert plans? The only one that I can see is that the Temple Mount would be turned over to Arab-Muslim sovereignty rather than to an international administration. Other than that, this plan looks remarkably like the two previous attempts in this decade, which failed. What makes anyone think that the Arabs would accept it? One reason that the Arabs might accept it is that there's no 'end of conflict' provision in what's been described which would let them pocket all the Israeli concessions and then continue to pursue more. Presumably, if that happened, Israel would not release the 'Palestinian prisoners' when three years are up, but when has that ever mattered?

What does 'in the region' mean? Is Iran 'in the region'? Is Pakistan? What will happen if the 'Palestinians' do strike a treaty?

What will happen to the 'international presence' when the 'Palestinians' start lobbing missiles into what's left of Israel? They'll become human shields for the terrorists.

If the Arabs have wised up at all in the last nine years, they won't turn the plan down immediately. They will wait to see if Israel accepts so that Israel can be blamed for the plan's failure (there is no way in the world Israel can accept this). If Israel does accept, then the Arabs can start negotiating on the number of 'refugees,' the definition of 'demilitarized' (which is unenforceable anyway) and how long they get to turn the 'Palestinian' terror organizations into political parties (how's that for a totally ridiculous prospect).

Another thing that bothers me about this is that it seems that the Arabs have gotten a look at it in advance, but Israel has not. That kind of treatment from the Obama administration has sadly become typical.

What could go wrong?

The problem with the plan is that it includes no "end of the conflict" provision. In other words, the Arabs will be able to pocket a shrunken Israel but will never have to really accept the existence of the Jewish State. And I can't see any Israeli government giving up Israeli control over the Western Wall. Also, the chance the Arabs will accept it are scant. They rejected it before not because they want a Palestinian state but because they want the destruction of Israel and will sign nothing that would foreclose to them a final victory over the Jews in the future. America and the West have failed to get the Arabs to even make cosmetic goodwill gestures to Israel. They are unlikely to get them to recognize Israel in exchange for an Israeli withdrawal to the pre-1967 borders. The status quo is to be greatly preferred to the mooted Obama peace plan in the works.
